New Delhi, India (May 2, 2026): The Chamber of Railway Industries (Rail Chamber) is pleased to announce the appointment of Mr. Anil Kumar Khandelwal, former Member Infrastructure, Railway Board and Ex-Officio Secretary to the Government of India, as a member of its Advisory Board.
A distinguished officer of the Indian Railway Service of Engineers (IRSE, 1987 batch), Mr. Khandelwal brings over 35 years of extensive experience in railway infrastructure development, project execution, and public policy. His career has been marked by transformative leadership and significant contributions to the modernization and expansion of Indian Railways.
During his tenure as Member Infrastructure, Railway Board, Mr. Khandelwal played a key role in driving several landmark initiatives, including the Amrit Station Redevelopment Scheme, Kavach implementation, and the national railway electrification roadmap. His strategic vision and execution capabilities have contributed to enhancing capacity, safety, and efficiency across the railway network.
He has been closely associated with the successful execution of several high-impact projects, notably the Udhampur-Srinagar-Baramulla Rail Link (USBRL) project, including contributions to the construction of the iconic Chenab Bridge, the world’s highest railway bridge.
Over the course of his illustrious career, Mr. Khandelwal has held several important leadership roles across South Central Railway, Southern Railway, Northern Railway, Railway Board, and East Central Railway, where he served as General Manager prior to his appointment to the Railway Board.
As Executive Director (Track Machines), he played a pivotal role in advancing the “Make in India” initiative by transforming India from a track machine importer into an exporter. As Executive Director (Non-Fare Revenue), he achieved a record milestone by generating the highest-ever non-fare revenue of ₹10,368 crore in 2016–17.
He also served as the first Principal Executive Director of the Gati Shakti Directorate, where he led efforts to enhance inter-departmental coordination and accelerate project planning and delivery, contributing to record infrastructure commissioning by Indian Railways.
Mr. Khandelwal holds a Bachelor’s degree in Civil Engineering from MNIT Jaipur and an M.Tech from IIT Roorkee. He has further strengthened his leadership capabilities through executive programs at INSEAD (Singapore), ICLIF (Malaysia), and the Indian School of Business (ISB), Hyderabad.
