New Delhi, (June 12, 2026): The Chamber of Railway Industries (Rail Chamber) is pleased to announce the appointment of Shri Shailendra Kumar Goel, former Director General of the Indian Railway Institute of Signal Engineering & Telecommunications (IRISET), as a member of its Advisory Board.
A distinguished railway professional, governance expert, and qualified Independent Director, Shri Goel brings over 37 years of leadership experience spanning Indian Railways, Railway Board, RailTel Corporation of India, Metro Rail Systems, and national telecom infrastructure initiatives.
An IIT Roorkee graduate and a certified Independent Director by the Indian Institute of Corporate Affairs (IICA), Ministry of Corporate Affairs, Shri Goel has built an exceptional career in railway signalling, telecommunications, safety systems, infrastructure modernization, digital transformation, corporate governance, and risk management.
During his tenure as Director General, IRISET, he led the modernization of India’s premier railway signalling and telecom training institute, pioneering hybrid and digital learning frameworks that significantly enhanced training capacity and technology adoption across Indian Railways. Earlier, as Principal Chief Signal & Telecom Engineer, Southern Railway, he spearheaded network modernization initiatives, achieved 100% Optical Fibre Communication coverage, enhanced system reliability, and maintained an exemplary safety record.
As Executive Director (Signal Projects), Railway Board, Shri Goel played a pivotal role in formulating national policies and modernization strategies for signalling, telecom, and safety systems across Indian Railways. His contributions include advancing Automatic Train Protection systems, electronic interlocking, centralized traffic control, and other critical technology initiatives aimed at improving railway safety and operational efficiency.
On deputation to RailTel Corporation of India, he successfully led Southern Region operations, driving consistent business growth while delivering strategic national digital infrastructure projects, including BharatNet and the National Knowledge Network. Notably, he contributed to making Puducherry the first State/UT to achieve 100% Gram Panchayat connectivity under the BharatNet programme.
